@davidwondrich.bsky.social is pretty firmly on the side of rye, and I'd trust him. There's a good article about the debate here. The Cognac story is from Stanley Clisby Arthur, and the Sazerac isn't the only cocktail in his book where the story is more important than history or the truth!
