Hm. A more informed political science approach would have produced a more nuanced and realistic assessment (see library.oapen.org/handle/20.50...). In Montréal, the car lovers just won the elections. Hidalgo’s legacy is also tenuous in spite of the evidence.

One very clear reason for the emergency and the response: no women in the room!
