Only existing life choices protected under EU law were included in WA. See below excerpt from De Rynck's book for an example of an EU right that was lost if it had not been explicitly used already: family reunion. I don't think there is a section on part-year residency rights in the treaties.

UK does not allow this either. You cannot use ETA to live in UK through frequent and successive visits. You cannot do paid or unpaid work for a UK company or a self-employed person.

It's not just the WA it is not recognised as a legal status in EU treaties afaik. If it had been, then it could have been recognised in the WA. Is there a part-year resident status for EU citz in UK? I doubt it.

The principle in the WA negotiations was that only existing life choices would be protected, not potential future ones. Part-year resident is not a legal status/life choice in EU treaties.

To be fair to the author, he only said a deal along the lines of EEA. I think Ivan Rogers was right when he said only hard Brexit makes sense (or similar). EEA(-like) would be worst of both worlds: subject to most of the rules without a vote. UK isn't Norway.

I am not part of JUST REJOIN. I am from EU. I do think that a UK that is too EU-sceptic to join EU is also too EU-sceptic to join EEA. I also think we should not give non-members voting rights in EU mattters. If UK public opinion becomes pro EU: do not hesitate to join. The more the merrier.

That logic applies equally well to EU giving UK a vote on the bits of EU rules and regulations it would like a say in. Or on Norway giving UK a veto in EFTA/EEA I should think.

It's being realistic. EU blocked UK joining Lugano, PEM. Negotiations on SAFE failed. Norway, about as close as you can get to EU without actually being in it, does not get a vote. If there is publicly available info that EU would be willing to give a non-member voting rights then I missed it.
