I think its time for an escort system. If you are a student who is active on Palestine and who is not a citizen, or if your friend is, you need to walk with them so that if this happens someone is there to advocate and witness at least.

For individuals, it is still the basics; calling reps, going to local gov meetings, making time to go to protests (hard if holding down a job), boycotting (weirdly very effective). And all of these feel too small for the moment we are in, hence the frustration
