I'm actually from Michigan originally and have always wanted to go there to try and spot wolves!

It's a gps tracking collar the USFWS uses to track adult Red Wolves. They look heavy but they arent and only given to wolves as adults. This helps the recovery team understand movements, denning locations, and sadly, mortalities.

As of 2023 a red wolf hasn't been shot, vehicle strikes are currently causing unnecessary mortalities. But yes historically gun shots were a major problem
