My first year in DC, I was at an event where Rick Scott spoke, a couple years before he was governor of FL. The Cato Institute's founder Ed Crane was there too and as Scott took the stage Crane leaned over to me and said, "That man's embezzled more money than anyone you'll see in your whole life."
