"If I'd been there I'd hate it, it was freezing in the palace" is part of a verse where Taylor imagines life in the 1830s, so I think the lyric is probably about how Buckingham Palace was known to be freezing and uncomfortable when it was first occupied by Queen Victoria in that decade
