Whoa -- just noticed NERC acknowledging a data error in its MISO numbers leading to a lot less reliability problems. Bad data leading to a wrong (and highly impactful) conclusion is my nightmare! Good on NERC for acknowledging and correcting the record! #EnergySky

🚨New paper alert🚨 “A State Playbook for Managing Data Center-Driven Load Growth.”

We try to answer questions we've heard from State policymakers across the country and explain how States can best deal with data center load growth uncertainty!

Pleased to share FERC comments filed by 9 states (CT, DE, ME, MA, MD, NJ, NY, RI, and VT) noting the importance of interregional transmission & identifying "low regrets" interregional transmission needs! Summary of NERC, DOE & other studies in the Appendix! 💡🔌 energyinstitute.jhu.edu/wp-content/u...

PJM has already responded in a press release issued on New Year's Eve, citing to its repeated warnings over reliability and potential shortages of energy and defending its actions. Should be interesting! 🔥#energysky

PJM's proposal is to let new gen jump in and save the day. The proposal is, in theory, tech neutral. But the clear read is that the Board is thinking new nat gas. I'd suggest energy storage is ready for a starring role in saving PJM - we can get new programs launched fast enough. #energysky

According to PJM, we would need between 62 - 100% of all projects in the interconnection queue to reach commercial operation in order to avoid a reliability shortfall by 2030 -- which is highly unrealistic. So what's to be done? #energysky

PJM's Board letter is a must-read for those interested in clean energy policy. The specific roadmap is important, but more relevant is the PJM's assertion that there is simply not enough clean energy to maintain reliability without new (likely gas) generation. 🔌💡

And totally agree that nobody benefits from regulatory uncertainty. Consto makes a good case starting on page 22 for the various steps that FERC could take. If you're in favor of getting data centers up and running quick, this is as good a roadmap as there is. #energysky

AD24-11 Recap: Constellation. Definitions wins wars! Consto loves "Fully Isolated Co-Located Load." Who could assess transmission charges on FICLLs"? Seriously, a thoughtful filing from Consto with several suggestions for steps FERC could take and some overtures on $ for ancillary services. 🔌💡

AD24-11 Recap: Talen argues colocaters should pay for transmiss. service to the extent it actively uses the grid (eg, on net load). Not surprising; but I suspect the economics would support paying transmission charges on gross load. Speed + regulatory certainty > minimizing costs, no? 🔌💡

AD24-11 Recap: Agree with AEU's point that co-location is largely a symptom of a dysfunctional grid & we need an "all of the above" approach to resource adequacy. Less convinced that large BTM loads reduce congestion - but feel free to correct me #energysky! elibrary.ferc.gov/eLibrary/fil...

AD24-11 Recap: love the pro-market optimism of LS: "Saying “no” is not an option – we have to find a way to “yes”... We need to identify barriers, knock them down and then let the creativity of the competitive market[.]" Less sold on the jurisdictional analysis. 🔌💡 elibrary.ferc.gov/eLibrary/fil...

From today's PJM Load Analysis Subcommittee meeting showing load growth expectations over the next 20 years. What do folks think? How would you grade PJM's work? Note: "Load Adjustment" = data center+manufacturing growth. #energysky
December 9, 2024 at 4:33 PM
... alleging that Exelon is slowplaying attempts to colocate data centers with existing nuclear generation and “delaying by several years and significantly increasing costs to serve data centers[.]” A couple of the more choice quotes below! 🔌💡
November 27, 2024 at 3:46 PM
3) PJM seems to be creating a 3-year de facto standard for the speed at which data centers can meet their full needs. Applying this three year ramping period could be a really significant mitigant on load growth if applied universally. #energysky
November 25, 2024 at 5:57 PM
2) the growth of distributed solar is projected to continue to accelerate (left axis) and PJM is now tracking behind-the-meter storage as well (right axis): #energysky
November 25, 2024 at 5:57 PM
This chart compares the 2024 (black line) and 2025 load large load adjustment requests from the utilities (green line). PJM then applies screening criteria. Answer is not that different! We hear about duplicative data center requests, but that is not what PJM is seeing/planning for. #energysky

Today's PJM Load Analysis Subcommittee is one of those critically-important stakeholder meeting you likely never heard of. Main takeaway: the speed at which data center-driven load growth is showing up between now and 2030 is intense. www.pjm.com/committees-a... #energysky

The FERC complaint against PJM filed by consumer advocates is 🔥. Apropos of the FERC interconnection proceeding, Montalvo's affidavit notes:

"High prices cannot bring new generation into the market more quickly than it can be interconnected[.]"

Hard to argue!🔌💡

On the distributed side, the proposal largely follows the initial straw (which referenced the Connected Solutions program used in several NE states). Here are the proposed incentives – and excited to see higher incentive payments and a dedicated block for low- and moderate-income customers: 🔌💡

Lots of interesting stuff in here! At the highest level, the Board continues to embrace the concept of competitive markets and that investments should be made with at-risk developer capital: 🔌💡

Just to emphasize Miles' point on www.scarcitytosurplus.com/dashboard. I asked the site for candidate projects in New Jersey (my home state). You get a clickable map with capacity factor, etc. Great for a quick & dirty analysis of the potential for surplus in your area!

Diagraming out a 1,000+ page order is a challenge, but with a little help from my friends (Sue Glatz, Claire Wayner, Pauline Foley and others), we diagrammed out FERC's Order No. 1920 on transmission planning , including scenario plan development & cost allocation! Hope it's useful! 🔌💡
