It’s intended to only happen once whenever you first start the game or when new slabs are detected, I know it’s bad but there isn’t really any better options. The resources can be packaged as part of the mod pack tho so users wouldn’t have to have the loading screen

even though this version is for 25w16a, i will backport it to at most 1.20.2 with pack overlays
