Arguably the r in card, word, ford etc (in UK English) and the gh in caught, fight etc represent vowels, in that they work with 'acknowledged' vowels to represent distinct vowel sounds.
And of course w in the loan word 'twp' 🙂

Interesting comment. The issue is often where to draw the line beyond which “regions” can’t stray.
Also doesn’t the word ‘national’ imply nationalism in its own way? Narrowness can work both ways.
