Here's my pitch for her mechanic

1) She needs to be hard cut off from taking more cities than Sartosa. She's a pirate queen OF SARTOSA, not a pirate empress, that's silly

2) She has a Crew Morale and Father Appeasement meter, with the former buffing living units and the latter buffing undead.

Honestly, my hot take is that Creative Assembly should go through and, like...tweak and modify a bunch of their old legendary lords so they're "on par" with the cooler ones in terms of bespoke mechanics and perks. Aranessa is my white whale, but I'm sure a lot of others need a touchup.

The justification is the sea god has appointed his daughter as the protector/head pirate of the ocean so every drowned corpse that washes up against her ship is animated and bound to her service, she even calls out how this is a very strange situation for her

She's a mermaid demigod pirate queen with no legs and her primary quest is fighting a bunch of chaos worshiping pirates who are killing innocent animals to piss off the god of the sea, she's amazing
