Much like the IJN in WW2, often accused of betting it all on some big battleship Götterdammerung, actually allowed itself to be completely out-built on battleships because nearly everything else was more critically important, and shipyard capacity limited.

I think the sticking point is that if you were building a well-balanced fleet including the cruisers, destroyers, carriers, submarines, oilers, etc., the battleships ended up being the most expensive items _and_ the ones you could most easily do without. Useful, but if you had to make a choice…

An interesting bit is that while Boulton-Paul would develop the French SAMM turret design and fit four .303 machine guns, the French themselves abandoned turrets in favour of a stowable mount for a 20-mm HS.404, as seen here. Certainly the more effective gun - maybe not the best mounting.
