I always understood it as a strategy for keeping the situation calm, and allowing the police to observe the witness/suspect doing a normal task to see if anything looks 'off'. It does rely on the idea that immediately making a visitor a cup of tea is totally normal, though.

You just have to look at the Facebook comments under any article about support for women or refugees posted by our local newspaper to see this kind of aggressive misogyny and racism. It has definitely got far worse in recent times.

If it's really labour intensive to apply for a fund, only those who have the capacity and time to work for free will be able to apply, which isn't going to lead to a diverse pool of applicants.
