I thought requests to the mayor under section 740 "shall" be complied with. Would require the mayor to disagree that the request is proper under that section for her to not comply.

There's no automatic recount. They certify a winner even if it's 1 vote difference.
If less than 1% difference ([winner-second]/[winner+second]), second place can get a recount.
If less than half of a percent, state pays for recount. If more, the person requesting it pays unless the outcome flips
