A clever Labour would see this as an opportunity. If the Scottish Secretary took this legislation through Westminster they could (cynically) claim to have abolished the 2 child cap themselves … and helped rather than hindered reduction in child poverty

John Swinney has been steadily resetting the Scottish Govt as UK govt has stumbled. Last week’s winter fuel anct suggests the SNP have their political mojo back. For Swinney today’s budget will be both an opportunity to set the direction of govt but also to set the political trajectory for 2026.
