Personally, I still can't quite say I agree. Fill the Spike role? Sure. Is an actual new take on Spike? About as much as Jake Darby is.

For example: what all would have needed to change for TFP Wheeljack to have been Springer? Especially with Springer's history as a Wrecker. Springer is a relatively popular character.
And there are a lot of new takes like this, such as ROTB Mirage who could have easily been Smokescreen or Tracks.

My feelings about names and designs with different personalities slapped on are a bit mixed and runs into my general opinion on how writers doing this actually makes the franchise more stale because we keep seeing the same small batch of characters when others already have that personality.

While Spike and Sam are meant to fill the same spot, it's hard for me to view them as the "same" character when everything including the name is different. Where does the line between "new character" and "new take on an old character" lie after a certain point?

Do you personally consider Sam and Spike to be the same character? I mean, different first name, different history, different personality, different motivations... What of Spike is there in Sam beyond "male audience surrogate"?
