You have to find a way to incentivize good teachers to stay and to come teach in the urban schools as well. Teaching has to get to being a profession respected on the same level as doctors, lawyers, engineers, etc.
Okay, my two ideas for Democratic run cities, for whatever their worth:
1) Bold results-based programs to confront homelessness
2) Volunteer free tutoring programs in our public libraries to improve urban education outcomes
