You're probably right a this point in time, but Snap Benefits in Washington state are 1.35 billion. I believe that Washington state's total revenue is about $100 billion (apps.urban.org/features/slf...)
It seems potentially workable to raise enough tax revenue to pull this off.

My main objection is that states do have the option and have been trying to bridge budget shortfall in the SNAP program themselves.
If the only options were "people lose healthcare" and "have people starve" I'd go with the former. But those aren't the only options. The States *can* do stuff.
