I'm trying not to be crazy, but Dovercourt was expanded to essentially allow something similar to Bernhardt's (on Dovercourt Rd) on every single residentially zoned property on that street, no? Like a cafe could open in the buildings next to Badiali's or whatever. That's my read of it...

My guess; bringing the TPA in-house, cutting the executive $$ fat, data, security integration. Assets will be utilized for housing where they may have previously been getting pushback - bc "assets and liabilities" are explicitly part of the review, sounds like "asset" repurposing to me
