He was the oldest of the five candidates for leadership by 12 years.

Turns out poor people spent a lot of money on tea and sugar *because they were poor* and that was their inadequate replacement for unaffordable things like cooking fuel, food with actual nutritional content, and enough calories to slave away over a loom for 12 hours.

It made sense to scold the poor for spending 10-15% of their annual income on tea & sugar until you realized that they were dependent on tea & sugar as replacements for, and a simulacrum of, *other things they needed but could not afford*.
