Here is another screenshot where I tried to overlay the Census geographies (red), CWAs (black), and zones (blue). They don't align 100% perfectly here over water because the Census files don't conform to some of the inlets, but they do match over land.

Hooper Bay falls in that area (screenshot below) that switched from one area to the other way near the western interface of the Fairbanks and Anchorage CWAs.

Naw, it was actually changed a few years ago, before I started at NWS Fairbanks. Hooper Bay used to be part of NWS Anchorage and is now part of NWS Fairbanks. It was then changed again to keep CWA and zone lines from crossing Census areas and borough lines. Here is a map of the current lines.
