The Smoot–Hawley Tariff or Hawley–Smoot Tariff (aka Tariff Act of 1930), was a landmark piece of legislation that introduced sweeping protectionist trade policies in the United States. Introduced by Senator Reed Smoot and Representative Willis C. Hawley, both Republicans, the act was signed into law by President Herbert Hoover on 17 June 1930. It significantly increased tariffs on over 20,000 imported goods, which, at the time, made them the 2nd-highest in U.S. history.

 The enactment of the Smoot–Hawley Tariff triggered swift retaliatory measures from numerous foreign nations, leading to *an international trade war*. These reciprocal tariffs, coupled with the already escalating economic crisis, contributed to a staggering 67% decline in American exports and imports during *The Great Depression*. Economists and historians overwhelmingly agree that the tariff exacerbated the economic downturn, deepening its severity and prolonging its effects.

 Beyond its immediate economic effects, the Smoot–Hawley Tariff also played a crucial role in shaping geopolitical tensions. By restricting Japan’s access to essential imports such as oil, iron ore, rubber, and food, the law further isolated Japan – exacerbating its resource scarcity. This economic strain was a significant factor in Japan’s invasion of Manchuria in 1931, an act of aggression that set the stage for its eventual attack on Pearl Harbor a decade later. Ω
