I'll believe Richard McCoy Jr (or anybody else) was D.B. Cooper when the FBI says it and not before.
But I've always found it funny that 2 of the primary reasons given for ruling him out was he was too young & was given a negative ID by some eyewitnesses.

18 USC § 201 is a Federal Statute. It states:
"Whoever directly or indirectly gives, offers or promises anything of value to any person, for testimony given or to be given by such person as a witness upon a trial..." has committed bribery.
IOW - nothing of value can be given for witness testimony
