For example, this ward in West Northamptonshire saw more votes than the size of its electorate because it was electing three councillors.

I don't wish to complicate your helpful analysis, but I have a question. How have you handled multiple votes by the same person? For example, if I live in a three councillor ward, I get to make three votes. If I am also electing a mayor, that could be a fourth vote.
