The Smoking Toolkit Study shows substantial declines in smoking prevalence and cigarette consumption among adults in England since 2007.

However, the extent of these changes differs according to how the outcomes are defined.

Although smoking prevalence is now similar across regions of GB, there is variation in cigarette consumption among adults who smoke.

Mean cigarettes smoked/day and % smoking >20/day:
🟡Highest in North East and Scotland
🟡Lowest in London and South West

Our new paper provides up-to-date evidence on cigarette consumption across Great Britain.

🟡~28.6 billion cigarettes are smoked each year.

🟡There are persistent disparities across socioeconomic groups, regions, and nations.

While dependence symptoms were consistently highest among cigarette users, they were increasingly prevalent among those using only e-cigarettes after 2017.

The overall burden of nicotine dependence was substantially lower, but showed a similar pattern, with a peak in 2019 and a notable reduction by 2023.

Even when we re-estimated dependence to account for potential underreporting by students using e-cigs only.

Our new analysis, using NYTS data up to 2023, shows the proportion of high-school students using any nicotine product in the past 30 days peaked at 31.4% in 2019 and has since fallen steeply to a record low of 12.5% in 2023.

Policies that target the packaging, appearance, and marketing of e-cigarettes appear much more popular among vapers than those targeting price or the types of devices and flavours that can be sold.
May 14, 2025 at 12:32 PM
In January 2024, nearly half (44%) of all vapers aged 16+ mainly used disposables. This fell to less than a third (29%) a year later.

Among 16-24s, the proportion mainly using disposables almost halved, from 63% to 35%.

Before January 24, vaping prevalence was increasing rapidly (by ~23%/year).

After the new policy measures were announced, vaping rates stabilised at 13% among people aged 16+ and at 26.5% among 16-24s.

Over time, smoking cigarettes daily + vaping daily was consistently the most common pattern of dual use.

The proportion smoking daily + vaping non-daily decreased, offset by an increase in the proportion smoking non-daily + vaping daily.

The increase in vaping among adults who smoked was greatest at younger ages and all but absent at older ages.

This is consistent with recent trends in vaping among other smoking statuses (e.g., ex- and never-smokers).

From 2016 to 2024, the proportion of adults who both smoked and vaped increased from 3.5% to 5.3%

This was driven by an increase in vaping rather than smoking: smoking prevalence fell over this period

The proportion of adults who smoked who also vaped increased from 20% to 34%

New paper explores changing patterns of 'dual use' of vaping and smoking in England in the context of a rapidly evolving vape market.

Dual use prevalence has increased but there's been a shift away from more frequent smoking toward more frequent vaping.

While it's possible to quit smoking 'cold turkey', quit attempts are much more likely to be successful if they involve the use of evidence-based support.

E-cigarettes are the most commonly used smoking cessation aid in England (40% of quit attempts in 2023/24) and one of the most effective.

Other effective aids are used in <5% of attempts.

41% try to quit unaided, which is the least effective method.

Which are the most effective methods of quitting smoking in real-world settings?

- E-cigarettes
- Varenicline
- Heated tobacco products*
- Prescription NRT
- Websites
- F2F behavioural support

No clear benefit of using other aids

*Small sample, wide CI

The most popular smoking cessation aid in England is currently e-cigarettes, followed by over-the-counter NRT.

Other types of support are used in <5% of quit attempts.

Around two in five people try to quit unaided, without the use of any support at all.

Prevalence of use of different smoking cessation aids in England has changed over time.

In 2013, ecigs overtook over-the-counter NRT to become the most popular aid.

Rx med use has declined. Use of digital aids and novel nicotine products has increased.

New paper examines the prevalence and real-world effectiveness of smoking cessation aids in England.

Results show that while a range of effective aids are available, around half of people try to quit using less effective forms of support or none at all.
