What If Your Entire Government Fit on One Visual Blueprint? A single drill-down diagram showing every agency's strategy, linked to national outcomes. It's possible, and radically changes how government works. Traditional government planning drowns decision-makers in scattered documents, disconnected agency plans, and opaque links between what agencies do and national priorities. Ministers struggle to get coherent overviews. Cabinet discussions lack strategic context. Agencies work in silos without seeing how their work connects to the whole. The proof of concept NZ Whole of Government DoView demonstrates a solution: one visual drill-down diagram that shows the government's outcomes and targets at the top, then drills down into each agency's strategy using standardized DoView "This-Then" diagrams. Note this is not an official model it is just a proof of concept build from information on the internet. What this enables: Ministers can prioritize specific boxes across all agencies they want focused on right now. Every discussion with an agency happens against the relevant part of their DoView, which is dramatically faster and clearer. Cabinet members drill down to the exact context they need when making decisions, seeing precisely what's involved without wading through briefing papers. Agencies use their own DoView within the overall model to detail strategy, drive alignment internally, and structure provider contracts. The entire government shares one visual language for planning, implementation, evaluation, and accountability. The visual format reduces cognitive load and prevents the common planning errors that text-based approaches inadvertently create. This approach could work for any government. The illustrative proof of concept NZ example shows it's feasible to capture an entire government's strategy architecture in one navigable visual model. You can use the free AI DoView Drawing Prompt to draft agency DoViews quickly, then combine them into your own Whole of Government DoView. It is all done in PowerPoint. DoView Planning is a new planning, outcomes, prioritization, alignment, performance management, impact evaluation, accountability, delegation, contracting and reporting approach, based on a particular type of visual strategy model, a DoView strategy diagram. Used in all planning stages by humans/AI agents. Site has many downloadable templates of DoViews and a free AI prompt to draw them.

This is a big deal. Microsoft is working on making available a 'distilled'—smaller—version of the new Chinese Deep Seek AI chatbot that will run on PCs. This basically reflects AI escaping from having to run on large data centers.
