It actually has a lot more to do with how the CAP messages were formatted and what XML tags were used, as to whether or not those messages were sent to WEA (phones), EAS/Weather Radio and so on.

He didn't "over-ride" -- he just ordered it. There was no notification of the Gov or a request for the Guard. This is protocol, which DJT and his minions either are ignorant of, or worse, intetionally ignoring.
