I have been watching my utility usage (trying to get a handle on costs for running new pool/heater)
Evidently there is base fees and then tier usage on top of that, so like you, drop of 30% in electric but only 8% drop in bill... 40% in water (not running irrigation) and about a 15% drop in bill.
