Spare me all the Monday morning quarterbacking on Texas Hill Country. Learn the difference between a flood and a flashflood. They are still finding bodies. Leave the families be. There will be time to assess why grants were not given for alarm systems in 2015 or 2025 for cities in flash flood alley.
