Through a modern lens, sure. But I was not alive in the 18th century so I cannot say if it was a sound decision then. 🤷‍♂️

Eventually it was resolved with what is called the Great Compromise where one house is equal representation (the Senate) and the other is proportional (the House).

States like Connecticut and Delaware wanted equal representation among the delegates over the fear they would otherwise simply be ignored while New York, Pennsylvania, etc wanted proportional representation based on the population of the states.

Back when America was founded this was a highly contentious point in how the national legislature would be structured. Originally Congress was going to be unicameral (with one body), but the structure couldn't be agreed on.
