Many are wealthy and don't consider UK education "because it's so cheap!!" but rather brand/ reputation --> reduced price sensitivity.

See where you're coming from. The tone of the song feels like the protagonist is accepting that he won't be 'grabbing the bull by the horns' or that he is giving up on pursuit. Wouldn't immediately jump to the same darker conclusion though!
