No, it’s not a ministerial act. Even after the Senate consents, the president can choose not to ultimately sign the commission that completes the appointment.

Unless I’m missing something, their textual argument is so broad that it would also call into question the Legislature’s power to create Houston’s 14th COA.

I don't know what led you to Century, but other members of that family (esp. Century Supra) look better in legal writing. I've sometimes used Century Supra at 14 point, and it works.

When things don't look right, the other two knobs to turn are line spacing ("exact") and margins (go wider than 1").
