The distinguishing point, which I think shouldn't matter, for the record, is that Russia was subject to international sanctions but Israel wasn't... Because *someone* vetoed that.

To be honest, it's been three years, anyone with assets in Russia they didn't want to lose has had plenty of time to get them out.
