DC in general I find does a good job with this.
Are many of their villains layered and complex? For sure.
But underneath the layers most of them are kind of just assholes who revel in being assholes (Lex Luthor, the Joker, Reverse Flash)

Reverse Flash is one of the greatest villains in history and is summed up in the flash season 1 finale perfectly.

A lack of skill or education is much more likely than you just happening to "got thugs" as if you have no responsibility for how your kids behave.
Also - if they act like that then what you're doing clearly isn't working either. Which makes sense - you're just trying to control, not raise them.
