I totally agree. A player should always play a game for the enjoyment of the gameplay loop and not for a reward.
From Contra to You are a Muffin, almost all tabletop games (TTRPGs included) have a core game loop — the repeated actions players engage in while playing the game.

Sounds cool, maybe include a postal system so PCs can write letters to NPCs.
"I'll run 5e at the local shop" evolved really quickly into "I am making a transactional faction relation system, Freecompany sheets, and discovery/resource bartering system."
