Whoever you employer is. These are real economic losses that far surpass the economic losses due to shoplifting. And these are typically losses to people who need the money the most, lower income, hourly wage workers, tipped workers, often in service industries with irregular, and precarious hours.

If only there were some federal law, passed by Congress, that stated a Constitutionally based federal interest in ensuring fair treatment of voters and how states conduct elections. A "voting rights act" if you will.
