I imagine part of it is that they want to make sure their moderation means something - both for user experience and for regulatory reasons. I imagine the government & app stores would be upset if it was trivial for users to ignore bans on illegal content

One completely baseless guess: do they have a non-english keyboard on their computer? I've had students accidentally add non-unicode characters to code before and had things break unexpectedly. Could be worth chucking the R file through something like this to see: pages.cs.wisc.edu/~markm/ascii...

Also because of the lack of algorithm, I'd imagine most users here follow a lot less users than they do on Twitter, so a follow is "worth more" here
