All in all, I don't resound with a society that labels some of its members as a burden. Italy is a messy mess, but at least it makes up by being trained to tackling exceptions.
That doesn't mean it always does and always has an eye for the weakest. Increasingly we don't (global trend).

I feel your assessment on priorities is right. Guess it has to do with Catholicism v Protestantism in a way. I get it's very personal, but I am not at ease with performance culture, with the pretense for linearity and ultimately with an exclusionary culture without social solidarity for the "weak".

Could also be that information is always muddy and blurry :D you never 100% know which is the case.
Now I have got driver license issues with Germany and I can't seem to get an answer. On the phone they don't take calls cause Datenschutz, the email... 2 days waiting for an answer.

It is a bit stereotypical, but the impression is that, even though it is disfunctional, in Italy you'll always find a way.

I had the same experience in many aspects of German life. With an Italian friend we called "They want to make you lose the will". They push you and throw hurdles hoping at some point you'll give up. Because they don't want responsibility if your Einzelfall is out of their Excel casistics.

Yeah, but that is also an indictment.
Plus, I think it's something deeply ingrained in the education system. They don't know any different. They don't know how to look at a "different" child in other terms than a nuisance.
