I would introduce a compulsory register of offshore wealth, non-compliance resulting in seizure of that wealth. I would then impose top-up taxes on that wealth so you pay the same overall tax as if you had kept it onshore. And big gains in CGT to make it closer to income tax. And wealth tax.

That’s a very tough question. It depends on the context, inevitably. But I will choose Browning’s ‘Ordinary Men’, Sachslehner’s ‘Rosen für den Mörder’, and anything by Wolfram Wette. His biographies of Schmid and Karl Jäger are excellent.

It’s already covered by Article 7 of the ECHR, which is therefore (currently) included in UK law.
