ya as why said, totally doable. but imo the metadata leakage is so bad that I don't think you'd want to do it

those are "valid" in the sense that they're syntactically valid, correctly signed & match the plc data model

however you're right that they're some sort of spam/abuse. i'd need to look closer to determine what they're actually doing
