Because we have way too many healthcare professionals in the US.
Woman comes to US at age 6. Graduates nursing school. Work permit. No criminal record. Snatched and imprisoned by ICE for 6 months now. About to be forced back to Honduras. A life destroyed and one less nurse. Merry Christmas.

It's a fine distinction, but "all of the Epstein files, redacting only victims names" is subtly different from "less than 1% of the Epstein files, up to 100% redacted." Easy to see how a law enforcement entity with thousands of lawyers to consult might be confused.
I don’t think the law passed by Congress said that DOJ has to release less than 1% of the materials by Dec 19.
