I agree. A full-on voting rights amendment is needed. Also: Lower voting age to 16. Eliminate felon disenfranchisement. Eliminate electoral college; and no more partisan gerrymandering.

An overlooked reason is irresponsible land owners. Where I live (OR), there are plenty of vacant buildings & lots. Property owners should have a positive obligation to utilize their land to house people, or the govt. should step in w/eminent domain. (Also, squatting should be decriminalized.)
