I believe that the new passenger watchdog should have the authority to influence the remuneration of train operating company directors. Traditionally, fines or penalties can end up being treated as mere business expenses—potentially harming passenger services rather than holding top management truly accountable. By tying executive pay directly to performance, the watchdog would ensure that leaders are personally incentivized to prioritize passenger satisfaction, reliability, and accessibility. I recognize that giving a watchdog influence over corporate pay structures raises various implementation challenges, including compliance with employment law, navigating complex company ownership and governance models, and inevitable resistance from operators who prefer to control remuneration internally. However, if such requirements were made a condition of securing or renewing a franchise, operators would have to integrate these accountability mechanisms into their corporate governance. One possible approach is to hold relevant funds in escrow, only releasing them once performance benchmarks—such as reduced complaints, improved accessibility, or higher punctuality—are demonstrably met. This model would not only drive meaningful, passenger-focused improvements but is likely to resonate with the traveling public. Aligning executive pay with passenger outcomes ensures that rail customers see tangible proof that management is motivated to deliver the best possible service.

I believe the wording of the accessibility function of the watchdog is neither far-reaching nor strong enough. The current phrasing implies that the network’s existing accessibility measures are already sufficient, which is unfortunately not the case. Physical barriers—such as lack of step-free access, inaccessible toilets, or inadequate boarding and disembarking facilities—can preclude many potential users from becoming passengers. The watchdog should be empowered to do far more than merely “advocate improvements” where problems arise; it should actively drive consistent, system-wide change so that no one with a disability—physical, mental, or otherwise—faces daily uncertainty about using the rail network. The watchdog’s responsibilities should extend to proactively identifying and challenging instances of poor accessibility. Issues such as broken or unavailable toilets, inadequate staff assistance, or stations with no lifts or ramps should not be merely “advocated against.” They demand firm and enforceable requirements with meaningful consequences for non-compliance. When someone in a wheelchair or with limited mobility is effectively prevented from boarding or safely disembarking, it is not just an inconvenience—it is a fundamental denial of the right to travel. These failings have deeply harmful effects on disabled people’s independence and dignity and should no longer be routinely tolerated. To reflect this reality, the watchdog must have: 1. Clear Authority to set or approve accessibility standards, rather than simply providing advice. 2. Robust Enforcement Powers to require remediation of accessibility failures within defined timeframes. 3. Proactive Monitoring of accessibility issues, including unannounced station and service audits, plus regular reporting on progress toward full accessibility. 4.
