Unfortunately they snuck it in the Big Ugly Bill. The courts are pushing back though because he used a in the past bill as the reason he can spread tariffs all over the world like Mayo.

Trump owns the Supreme Court to such an extent I've heard he's considering changing its name to the Superb Court and requiring all the justices to dress in gold lamé robes.
