Other things they didn’t know or could’t explain to the Council’s satisfaction: the length of time it takes to train a police officer for ICE duties, whether there is a quota, what constitutes probable cause, whether immigrants have rights, whether the federal government would indemnify the city against any civil rights lawsuits, and various aspects of the U.S. Constitution. In fact, the ICE people weren’t even sure Dallas would get $25 million. At times, Francis would tell the Council that he couldn’t answer their questions, only for a member to find the answer in an internet search moments later.

All of this should have served as an indicator of how the day would go for the two unlucky ICE officers sent to answer the Council’s questions. At first, they introduced themselves only by their last names—Officer Francis and Officer Ivey. (When pressed later, Ivey did provide her full name—Fern Ivey, a 287(g) program manager with the agency.) The two had been provided (as had Comeaux) a list of questions in advance. Unlike Comeaux, they were not at all prepared to answer any additional questions. Both often gave contradictory answers to questions based on Comeaux’s explanation of his conversations with ICE. When this was pointed out, they explained that they were from the Dallas Field Office and were not privy to the conversations Comeaux had with officials higher up. If the Council wanted answers and explanations about how much money was on the line, that was really no clearer after Thursday’s meeting. Other things they didn’t know or could’t explain to the Council’s satisfaction: the length of time it takes to train a police officer for ICE duties, whether there is a quota, what constitutes probable cause, whether immigrants have rights, whether the federal government would indemnify the city against any civil rights lawsuits, and various aspects of the U.S. Constitution. All of this visibly frustrated several on the Council and led to this testy exchange between Councilmember Adam Bazaldua and Francis: “Can you tell me what the 4th Amendment is?” “I’m not prepared to …” “How about our 14th Amendment?” “Where are you from, sir?” Bazaldua said before Francis responded, shifting gears. (Francis spoke with an obvious accent.) Francis began to stammer an answer, but Bazaldua continued: “I think you were afforded due process …” Council members complained that the line of questioning was not appropriate. “I think there’s some irony here,” Bazaldua said. He later apologized if his line of questioning made people uncomfortable but said, “That’s exactly what we’re asking our officers to do” to residents of Dallas. After a few rounds of questions, the Council didn’t detain Francis and Ivey any longer. The Council batted cleanup, with each member taking time to explain his or her reservations about the whole thing.

Inside, they tied a worker's hands and pulled a garbage bag over the person's head. Another, believing the burglars' story, surrendered themselves, only to be kicked to the ground and tied up as the intruders robbed an ATM.

Early planning documents reviewed by WIRED describe a statewide transport grid designed for steady detainee transfers across Texas, with ICE estimating each trip to average 100 miles. Every county would have its own small, around-the-clock team of contractors collecting immigrants from local authorities deputized by ICE. It is a subtle transfer of the physical custody process into the hands of a private security firm—authorized to carry firearms and perform transport duties “in any and all local, county, state, and ICE locations.”
