The Fourth Amendment The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized. *Unless you can... pay another entity to do this for you. Don't make it too obvious though, hide it in an inconspicuous box and call it “safety”. Don't keep this data forever; up to a year is probably fine. Make sure someone must at least type "asdf" for access - we don't want "bad" people abusing this or we'll have to go back to probable cause and those pesky warrants!

TITLE: FLOCK Automated License Plate Reading (ALPR) Cameras OVERVIEW STATEMENT: Police staff will present information to Council outlining the safeguards in place to prevent unauthorized access to Redmond’s ALPR data by outside entities, including federal immigration authorities. OUTCOMES: The Redmond Police Department developed a public FAQ to increase transparency and address community questions about Automated License Plate Reader (ALPR) cameras. The FAQ clarifies how data is managed, who can access it, and what safeguards are in place. Redmond operates 24 ALPR cameras, 21 grant-funded and three donated, positioned along primary routes and in areas with higher crime. The Police Department owns and controls all ALPR data, retained currently for 30 days and not shared nationally. Any external request must be reviewed and approved by the Police Chief to ensure compliance with Washington law and City policy. Access is limited to approved law enforcement agencies with a legitimate investigative purpose. Internal and external audits confirm that no federal or out-of-state agencies have accessed Redmond’s data. Strict internal controls and Flock Safety’s built-in filters prevent unauthorized or prohibited use, ensuring compliance with the Keep Washington Working Act

At the Special Meeting on November 3, 2025, Council had asked the administration to suspend the use of the City’s Flock Automated License Plate Reading System (ALPRS) pending further discussion. Since that time, the program has been paused. A Special Meeting has been called for November 12, 2025, to give the Council opportunity to take formal action to suspend the program with further discussion scheduled for November 18, 2025.

After a recommendation from City Council on November 3, 2025, the Redmond Police Department (RPD) has suspended operation of its Automated License Plate Reader (ALPR) system, also known as the Flock cameras. Access to the system has been disabled pending further review by the Council.

The entire #Flock infrastructure is designed to facilitate sharing of mass surveillance data. They rely on violating the 4A for their dystopian business model. Can't be fixed with an "internal policy" or worthless filters.

Contact your council. Cancel Flock! 🚫

- Flock Safety automated license plate reader (ALPR) networks have become increasingly common in Washington state. - Records obtained by UWCHR researchers via public records requests reveal that at least eight Washington state law enforcement agencies enabled direct, 1:1 sharing of their networks with U.S. Border Patrol at some point during 2025; effectively opening the “front door” for searches potentially related to civil immigration enforcement activities. - Flock audits reveal apparent “back door” access by U.S. Border Patrol to the networks of at least ten Washington police departments which did not explicitly authorize Border Patrol searches of their network data. - Flock audits reveal limited cases of law enforcement agencies in Washington state conducting “side door” searches on behalf of federal immigration enforcement agencies, as well as numerous similar searches by other law enforcement agencies nationwide with access to Flock networks in Washington state. - Discrepancies between Flock audits and other documentation make it impossible for independent researchers to determine the current scope of local organizations’ access and exposure to searches by other Flock users nationwide.

This issue was raised in "Redmond City Council, Business Meeting | September 16, 2025" by Council President Vanessa Kritzer during "Good of the Order" wanting an update on police technologies, acknowledging that "some of these technologies and companies have been in the news".

The "serve" part of "protect and serve" means the *public*. The ones that just said NO. Not to be confused with the for-profit, mass surveillance company with which you made an opaque deal without their consultation.

It *is* actually as easy as flicking a switch or maybe visit a hardware store...

Flock or Not?

A: ❌ No, this is not an #alpr camera.

Turns out this is a weather station to monitor for snow and ice, which is why you'll usually spot them on hills.
