I'm going to trust you on the interpretationof those sections. BUt, as you say, they concern the executive branch. Then where are the provisions in US Code (and/or the COTUS) that specify who CAN swear in Representatives? And, absent those provisions, what besides "binding precendent" prevents it?

I'm no lawyer, but there are multiple references in 2903 to officials authorized by local law. Your explainer doesn't really...well...explain why this doesn't apply to House members.

And, again, nothing to address the Constitution. What am I missing?

I see a flowchart that came from somewhere. When I looked at the House website on the issue it was unclear at best. And the Constitution says they must take an oath (content unspecified) but is silent on process. Unless you have specific references?
