Doesn't the (iv) subsection require that the Secretary of State notify the Congressional Judiciary Committees, etc., of their rationale for deporting someone like Khalil if the Secretary PERSONALLY decides deporation is warranted under the statute? Do we know if this has happened?

Where is/are the lawsuit(s) challenging these refoulements--both those that have already happened and any in the future??? They will and can be done under Title 8 unless they are outlawed. Please advise.
