Either way is a quick, safe, and effective means to disable the vehicle and render the ICE gestapo agent unable to transport their target away. The bystander popping the tire can quickly do the deed and vanish...easy peasy.

People. Start carrying a sturdy, short bladed knife with you. Not to use on the "ICE" agent, but to pop a tire of the vehicle they're trying to drag someone into. They can't detain a person and change a flat at the same time.
