Canada needs export taxes on materials the US can't replace, and use the revenue to support the workers and industry getting hit. 50% export tariff on potash to the US, 50% export tariff on aluminum, every penny of which goes to offset the damage.

Upon reflection, he'd probably be fine with it as long as he got to put up a "We're doing something" sign.
